DISCOs compliance hinges on the enforcement capacity of NERC. The Directors of DISCOs, like the American Towtruck Drivers, are the most callous and inconsiderate human beings on earth. They make their own rules and they are the Judge, the Jury, and the Prosecutors.
Estimated Billings that DISCOs have been using to swindle Nigerian electricity consumers have been declared illegal by courts several times, but NERC has not been able to enforce those judgments or enforce its own policy that criminalizes estimated billings. It is the responsibility of DISCOs to provide and install meters - prepaid or unprepaid - and not the responsibility of electricity consumers.
One DISCO Lady plunged my community and the entire Edo State into darkness for many years until she and her team were humiliated publicly by Governor Obaseki of Edo State. And there are hundreds of her all over Nigeria, highly connected, brute, and lawless. Though they have friends in high places, they are lawless and unhinged because NERC is a toothless bulldog when it comes to enforcement mechanisms. I hope and pray they get it right this time.
